More than 8,000 parking fines have been dished out to motorists on the Bolton Market, Ashburner Street car park, The Bolton News can reveal. A freedom of information request was submitted to Bolton Council last month asking how many penalty charge notices were given to drivers parked in the car park outside Bolton Market from December 1 2023 to December 1 2024. Additionally, 47 penalty charge notices were issued to motorists parking between Back Spring Gardens and Victoria Square South. The shocking number of fines issued follows complaints from disgruntled senior citizens who contacted The Bolton News many of whom were unaware, or bewildered by the car park’s digital payment system and rules for blue badge holders Concerns have also been raised generally about digitalised parking systems creating a ‘barrier’ for older age groups. Among those is Helen Knight, from Breightmet, an unsuspecting blue badge holder who was issued a £500 fine after parking on the car park.



Helen, who is unable to walk due to vascular issues caused by her cancer treatment, claims disability benefits as she is unable to work .
